How many EPAs have been signed?

The ACP regions, and countries within them, are all at different stages of signing EPAs.Fifteen Caribbean countries have signed, as well as 6 countries from Africa. A further fifteen African and Pacific countries have ‘initialled', but not yet signed the deals.

The ACP was divided in to six regions to negotiate the deals – later to become seven regions as one bloc split. However, only one of these seven regions – the Caribbean – has signed a deal as a full regional bloc. In the African regions and in the Pacific, only some countries have initialled deals, while their regional neighbours have not.

See our map for details of who has signed. Click on the dots to see detailed maps and information.

Signed a Full EPA
Signed an Interim EPA
Initialled an Interim EPA
No agreement initialled or signed

Of the countries who have not initialled any deal 30 are Least Developed Countries (LDCs) and 10 are Developing Countries. LDCs can continue to sell most of their goods freely in Europe under an already existing alternative arrangement called the ‘Everything But Arms’ initiative. This means they have very little to gain from signing an EPA anyway.
